HR Consultancy requires an experienced Property & Energy Surveyor based in Edinburgh on a temporary basis for a minimum of 12 weeks with the possibility of extending beyond this.  The Property & Energy Surveyor is responsible for the coordination and implementation of energy and climate change strategies and policies to meet local and national energy and climate change targets and legislation in relation to Place property folio: principally Housing and city-wide private sector housing.

 

Key Responsibilities include:

  • Review, analyse and manage energy performance.
  • Implement an energy efficiency performance monitoring framework.
  • Construct and analyse databases for assistance in project planning, reporting to internal and external stakeholder and ensuring statutory compliance and reduction of carbon emissions
  • Carry out property surveys and inspections within the public and private housing sectors to support the development of a project brief.
  • Prepare cost effective and practical design solutions.
  • Carry out production of Energy Performance Certificates for all properties as instructed.
  • Investigate and implement solutions to dampness referrals.
  • Provide contractors with all relevant construction related information, monitor progress of site work to ensure compliance with contract drawings, specifications, budgets, programmes and quality standards.
  • Work with Commercial and Procurement Services to prepare specifications, assess Pre-Qualification Questionnaires and manage the contract.
  • Responsible for coordination and implementation of energy and climate change strategies and policies to meet local and national energy and climate change targets and legislation in relation to Place property folio.
  • Positively engage with homeowners to encourage them to be involved in energy related improvement
  • Develop, lead or contribute to multi agency groups in order to take forward projects and develop effective relationships with a diverse range of people and organisations.
  • Required to contribute to the development of services, policy and procedure for with regards to energy efficiency and climate-change and contribute to the wider aspects of this.
  • Utilise any resources required to ensure that the area of work is completed on time and to the defined objectives.

 

Required Skills / Experience / Qualifications

  • Must be an accredited Domestic Energy Assessor (DEA) and a member of an approved organisation, such as the CIH or BRE.
  • Educated to Higher National Diploma level or equivalent in relation to energy efficiency and climate change issues.
  • The post holder is required to have knowledge and skills in required area to HND level or equivalent.
